There were numerous issues affecting the laptop in question, including a GPO that was applied to desktop PC's but not to laptops. There was also a problem with the UAC. Setting the UAC to a higher level, rebooting, then resetting it to the original level fixed the problem of not being able to get a command prompt to run as administrator.
